Paul Joffe is Senior Foreign Policy Counsel at the World Resources Institute, working on international climate and energy law and policy issues, including the multilateral climate negotiations and bilateral engagement with China and other countries. Mr. Joffe previously directed international affairs at the National Wildlife Federation, was Acting General Counsel at the U.S. Department of Commerce, served for twelve years on Congressional staff (in both House and Senate), and practiced law in Washington.
